In India, an "encounter" is a shootout between the police and criminals. The term gained notoriety when the country implemented its controversial "encounter specialist" branch. These specialists are trained to engage in gang-like, urban warfare and virtually have an unchecked license to kill. Their primary objective isn't to apprehend, it's to engage and kill.
