It is their first album since leaving Atlantic Records. The record was produced by Jay Ruston (Polyphonic Spree, Metal Skool, Meat Loaf) and The Donnas. Two of the tracks, Wasted and Here For The Party, cowritten with hit songwriter, Holly Knight(Love Is A Battlefield, Obsession, The Warrior) were coproduced with her. It is the last album to feature drummer Torry Castellano.

It was the band's first charting record on the Billboard Hot 200, peaking at #62, and features their most successful single, "Take It Off," which peaked at #19 on the Billboard Modern Rock Tracks chart, and has been included in several video games and movies, notably as a playable track in the original Guitar Hero for PlayStation 2, and a downloadable track in several other games in the series. The track "Who Invited You" was featured in the video games MVP Baseball 2003, Splashdown: Rides Gone Wild, and True Crime: Streets of LA. The track "Take It Off" was also featured in the Birds of Prey episode, "Gladiatrix."

It was one of the first albums released in the DualDisc format, but was recalled due to a mastering error which resulted in the final track being partially omitted from the CD side of the album. The DualDisc version of the album came with a black velvet limited edition cover slip and the music video for "Fall Behind Me" on the DVD side.

Despite its title, it is neither a greatest hits album nor the sixteenth volume in a series; rather, it is a collection of new material, B-sides, live recordings, previously unreleased tracks, and alternate versions and new recordings of songs from the band's back catalog, which together form a retrospective look at their career. The "Vol. 16" in the title refers to the album being released in the band's sixteenth year, the group having formed in 1993.
