    Ryan Patrick Halligan (December 18, 1989 – October 7, 2003) was an American student from Essex Junction, Vermont, who committed suicide at the age of 13 after being bullied from his classmates in real life and cyber-bullying online. According to the Associated Press, Halligan was repeatedly sent homophobic instant messages, and was "threatened, taunted and insulted incessantly".

He played college football for the University of Nebraska and was drafted by the St. Louis Rams in the third round of the 2005 NFL Draft. He played for them through the 2009 season, and also played for the Miami Dolphins and Buffalo Bills, making four Pro Bowls. After sitting out the 2018 season, Incognito signed with the Raiders.

A year later, Meier's parents prompted an investigation into the matter and her suicide was attributed to cyberbullying through the social networking website MySpace. Lori Drew, the mother of a classmate of Meier, was found guilty of cyberbullying in the 2009 case United States v. Drew. However, her conviction was overturned by the judge.
