    On 2 December 1971, the United Arab Emirates was established as a federal independent country with the participation of the following emirates: Abu Dhabi, Dubai, Sharjah, Ajman, Fujairah and Umm Al Quwain. Zayed bin Sultan Al Nahyan became the president and Rashid bin Saeed Al Maktoum the vice president. On the same day Maktoum bin Rashid Al Maktoum was given the task of forming the government. The cabinet was announced on 9 December.

It replaced the earlier Trucial States Council upon the formation of the United Arab Emirates in 1971 and establishes general policies and sanctions federal legislation. It is the highest federal authority in terms of hierarchy in the five federal authorities prescribed in the Constitution followed by the president and the vice president, federal cabinet, Federal National Council and the federal judiciary. It is made up of the rulers of each of the Emirates of the United Arab Emirates.

    The Federal National Council (FNC) (Arabic: المجلس الوطني الإتحادي, al-Majlis al-Watani al-Ittihadi) of the United Arab Emirates (UAE) is an advisory quasi-parliamentary body in the UAE. The FNC consists of 40 members. Twenty of the members are indirectly elected by the hand-picked 33% of Emirati citizens who have voting rights through an electoral college, while the other twenty are appointed by the rulers of each emirate. According to Reuters, "the process of selecting the people who can either elect or be elected is opaque."
