    The Croatian War of Independence was an armed conflict fought from 1991 to 1995 between Croat forces loyal to the Government of Croatia — which had declared independence from the Socialist Federal Republic of Yugoslavia (SFRY) — and the Serb-controlled Yugoslav People's Army (JNA) and local Serb forces, with the JNA ending its combat operations in Croatia by 1992.

    The order of battle of the Croatian Special Police Units (Croatian: Specialne Jedinice Policije, SJP) in 1991–1995 included up to 30 individual special forces units subordinated to the Ministry of the Interior. The special police was created around the Ministry of the Interior's existing airborne special forces unit following an open revolt of the Croatian Serbs against the Government of Croatia in August 1990. It further developed with the increasing involvement of the Yugoslav People's Army in the conflict, supporting the Croatian Serbs. The conflict escalated into the Croatian War of Independence in 1991. The special police took part in the first clashes of the war in Pakrac and at the Plitvice Lakes. As Croatia had no army, the 3,000-strong special forces became the country's most effective fighting force.

    The Republic of Serbian Krajina or Serb Republic of Krajina (Serbo-Croatian: Република Српска Крајина / Republika Srpska Krajina or РСК / RSK, ), known as the Serbian Krajina (Српска Крајина / Srpska Krajina) or simply Krajina, was a self-proclaimed Serb proto-state, a territory within the newly independent Republic of Croatia (formerly part of Socialist Yugoslavia), which it defied, and which was active during the Croatian War of Independence (1991–95). It was not recognized internationally. The name Krajina ("Frontier") was adopted from the historical Military Frontier of the Habsburg monarchy (Austria-Hungary), which had a substantial Serb population and existed up to the late 19th century. The RSK government waged a war for ethnic Serb independence from Croatia and unification with the Federal Republic of Yugoslavia and Republika Srpska (in Bosnia and Herzegovina).

    The Government of Croatia and the Holy See have signed four bilateral agreements (also known as concordats or The Vatican agreements) and a protocol. Although the agreements proved controversial owing to great one-time and continuous financial and other burdens the agreements put on the Croatian state (relative to the Croatian government budget), no government of Croatia ever attempted to amend them. From the perspective of international law, these agreements may be seen as unjust to Croatia because of putting obligations chiefly on the Croatian state, but not on the Holy See.

The Mission become preeminent international organization in Croatia after the departure of UNTAES forces from the Eastern Slavonia, Baranja and Western Syrmia.
