    Shakira Isabel Mebarak Ripoll (/ʃəˈkɪərə/; born February 2, 1977) is a Colombian singer, songwriter, dancer, record producer, choreographer, and model. Born and raised in Barranquilla, she began performing in school, demonstrating Latin, Arabic, and rock and roll influences and belly dancing abilities. Shakira released her first studio albums, Magia and Peligro, in the early 1990s, failing to attain commercial success; however, she rose to prominence in Latin America with her major-label debut, Pies Descalzos (1996), and her fourth album, Dónde Están los Ladrones? (1998).

The song premiered on radio on September 1, and later premiered on Shakira's official website. JS remixes of the English and Spanish versions was released to iTunes in some countries on September 10, 2010. The Spanish version of Loca was released on October 4, 2010. Dizzee Rascal stated that Shakira was the one who chose him to feature on the English version of the song, and that he was honored.

The song was written by Shakira and Luis Fernando Ochoa, and was released on January 4, 2011. "Sale el Sol" was announced as the second single from the album on November 6, 2010 via Shakira's official fan site. It had also been confirmed through an announcement on the Pies Descalzos Foundation site.
